
I've been aware of this concept for a while now, and indeed have been in correspondence with inventor Scott Brusaw almost as long.
The concept of Solar Roadways is, in a word, genius.

For the past few months I've sort of been avoiding Scott, because of this whole 'free energy' thing. You never know who is going to be open to it and who, no matter how brilliant, might have his or her mind closed. Recently though, after realizing the potential adaptability of his panels from solar to 'free' energy (and still being quite enamoured with the concept), I just had to write to him at the risk of alienation...
Good news! Scott Brusaw has already considered what effects the eventual advent of 'free energy' will have on his project.
Now hang on a minute while I drop something else on you: In the process of composing the e-mail with which I got back in touch with Scott, I ended up coining a new term and acronym -- replacing 'free energy' (FE) with 'vibrational energy' (VE). If you're a member of this site and are signed in you will be able to see a couple of links, over in the Chatblock, to Facebook notes I published in an attempt to impart my own limited understanding of certain bits of technology...
I still find the term 'free energy' too vague and non-descriptive, even if the upshot to the eventual release of the technology is that, yes, energy will become free (leading to everything else becoming free as well). If I'm right and the best 'free energy' systems will tap into the vibrations of the very Universe itself, we may find that 'VE' is more apt.
Maybe it won't matter, and I'm just being nitpicky...
Anyway...
I've tried to imagine for years what a difference it would make if we could get rid of all the transmission lines up on poles along our streets and roads. What I didn't imagine was the streets and roads lighting up, and being so much more durable, and even eradicating the need for a significant portion of signage -- and I certainly didn't imagine them producing electrical power!
Does Scott's vision become obsolete with the advent of VE? Not at all. We might want to have the VE 'power converters' set off to the side instead of being embedded in the road panels, but the panel system itself is still a brilliant idea...
...an idea that has been dovetailed into my own personal vision of the future -- and yes I've asked for and received permission to put it into the novel.
